The reason he wishes to release 'Want Two' before the election is because it holds darker lyrics than the previous album, and he doesn't want people to get a weird vibe from it after the results come in.
This is because 'Want One' and 'Want Two' are actually one and the same album.
In addition to pushing the release of 'Want Two', Wainwright is also embarking on a tour with Ben Folds and Guster.

Want Two disposes of almost all of the commercial elements that had been blamed for One's downfall without revealing a satisfying work in the process.
Want Two is a serviceable collection of songs that glimmer with Wainwright's former élan, but still wants for that old intimacy.
Certainly Want Two is the weaker and less tuneful of the siblings, strings, horns, pipes and choirs distracting attention from the occasionally dirgey and indulgent (but still grandiose) melodies.

Rufus Wainwright's fourth album, "Want Two", is so much more than a similarly-themed follow-up to the "Want One".
For the record, the special edition of "Want Two" (including two live recordings of French songs) is very worth looking for.
The Want One-esque ep's that were released previously this summer initially stand out as the flagships of the album, mainly b/c they are familiar and carry together in a similar tone.
