Ward (politics) - Wikipedia, the free encyclopedia
A ward is an electoral district used in local politics, most notably in England, Scotland, and Wales, as well as Australia, Canada, the Republic of Ireland, New Zealand, South Africa and many cities in the United States and the federal district of Washington, DC.
Wards are usually named after neighbourhoods, thoroughfares, parishes, landmarks, geographical features and in some cases historical figures connected to the area.
Ward leaders are often major forces within the political and civic life of their neighborhoods, influencing zoning, the provision of governmental services, patronage, and the selection of candidates for office.

The 11th was one of Chicago's famous "river wards," the bloc of working-class and slum wards along the Chicago River that were the mainstay of Chicago's Democratic machine.
These wards — which were at odds with Chicago's Protestant Republican establishment — regularly produced the machine's margins of victory, and their leaders controlled the Cook County Democratic Organization's Central Committee.
At the top of the machine was the county chairman, or party boss, who was elected by ward committeemen from the city's fifty wards, along with a smaller number of committeemen from the suburban townships.

Urbanfutures.org Abstract: Distributive politics, ward representation, and the spread of zoning
James Clingermayer, "Distributive politics, ward representation, and the spread of zoning," Public Choice, vol.
Using a variable to test for the interactive effects of city government type (ward vs. at large) and homeownership rates, the author found that cities with ""at large"" voting may have experienced more resistance from organized groups favoring tenant housing (e.g., renter groups and housing developers).
This presents, according to the author an "irony of history." Many advocates of zoning were also government reformers, often arguing for replacing ward politics with "professional" city management techniques.

Satya April 04: Interview with Ward Churchill
Ward Churchill is perhaps one of the most provocative thinkers around.
It’s basically, politically a consecration or concession of physical force to the state by those who purport to oppose the state.
Even if there is a sort of inchoate understanding of a position of privilege in society, coming from an economically affluent background, if you’re not going to face physical violence, ultimately, you are subject to consequences which are not physical: an erosion of your privilege, a making of your life more uncomfortable.

In effect, he cast his political fortunes with those who choose to define America as it once was, instead of with those who want to make America what it was meant to be.

Young Philly Politics: Michael Nutter and Political Courage
Because Carol Campbell, a ward leader who also happens to be an officer in Philadelphia's Democratic City Committee, didn't want to lose parking on one side of a block in her neighborhood.
As far as I can tell, “ward fiefdom” has played very little role in any of the policy stances Nutter pushes so I am unclear why you think in this case that ward leaders would prevent him from leaping in and fixing the problems that do arise when micro interests are pitted against macro interests.
Well maybe I should have just said fiefdoms, or, ward and city council fiefdoms, where an individual actor, be it a ward leader or a Councilman, can hold up something that benefits the City, benefits the poor, benefits the environment, because they feel like it.
