You can sort of get a sense of the Miller campaign's different strategies by checking out the anonymous blog postings of their supporters (since nearly all anonymous postings by Miller supporters are from paid staffers or close friends of Miller).
Presumably because (1) Miller (or a campaign surrogate) calls them up, tells them that Jim Webb is the devil, and then moves on to the next committee on their phone list and (2) some people just have an institutional bias towards the old party hand.
