In 1826 the corporation founded two elementary schools, one of which, the North Corporation school, was erected in part substitution for the grammar school founded by John Crosse, rector of St Nicholas Fleshshambles, London, a native of Liverpool, in 1515, and carried on by the Corporation until 1815.
The Institute was a development of the Mechanics' Institute and was managed by a council of subscribers.
They constituted from the first a public trust, the corporation never having derived any direct revenue from them, though the common council of the borough were the trustees, and in the first instance formed the committee of management.

Runcorn is not mentioned in the Domesday Book but was a dependent manor of Halton which was the fourth largest manor in Cheshire with 38 people recorded (giving a total population of about 200 allowing for their families).
Runcorn's reputation as a port was greatly enhanced and a report of the directors of the St. Helens and Runcorn Gap Railway in 1832 refers to the "rapid increase of coasting traffic in Runcorn which has nearly doubled within the last three years".
In 1961 Runcorn's population was 26,035; in 1967 - 27,480.

House of Commons Hansard Debates for 19 Jun 1989
I find it quite amazing to be told it was purely the choice of the development corporation when the Warrington housing association wrote that it had been involved in discussions up to and including ministerial level and had asked that Warrington borough council be involved.
Unfortunately, the Warrington and Runcorn development corporation chose completely to ignore the wishes of those people, saying that they had been subject to pressure from councillors and had not received all the information.
Three weeks ago, just as the development corporation was reaching the conclusion of its negotiations with RUNHAG on price, Halton borough council decided that it might--and I stress might--be interested in acquiring the new town housing and threatened legal action to achieve that end.

In Macclesfield and the neighbourhood, where the inventions of men such as Brindley have issued in so extraordinary a development of wealth, the operations of trade were as yet in their infancy, and had numerous obstructions and difficulties to contend against.
The same year in which application was made to Parliament for powers to construct the Sankey Canal, the Corporation of Liverpool had under their consideration a much larger scheme--no less than a canal to unite the Trent and the Mersey, and thus open a water-communication between the ports of Liverpool and Hull.
From Runcorn, it was arranged that the beats should navigate by the open tideway of the Mersey to the harbour of Liverpool, at which place the Duke made arrangements to provide another dock for their accommodation.
