As the largest fleet in operation in the United States, the Washington state system is substantial enough to have generated significant political issues, labor activism, and even its own minor subculture, as exemplified by this humorous poem penned by a long-time employee:

WSF is in various stages of implementing those recommendations that focus on elements of improved risk reduction and emergency response.
WSF has made on-time performance a fleet priority, but we are just beginning to get the necessary technology in place to capture and analyze this data in the same fashion as schedule completion.
And ferry transportation is as vital now as it was 100 years ago when the mosquito fleet first plied the waters of Washington state.

Highway bill includes boost for Washington State Ferries
WASHINGTON -- The $318 billion highway bill the Senate approved Thursday could triple the amount of federal money for Washington state's ferry system, accelerating plans to modernize terminals and update an aging fleet.
Although the actual dollars would be determined by a formula, Washington State Ferries authorities believe the system will attract a large portion of the money because it is the biggest in the country, carrying 26 million passengers a year.
Washington State Ferries plans to use the money to improve terminals in Port Townsend and at Whidbey Island's Keystone Harbor, part of a $74 million project that also will retire older, inefficient ferryboats, Patterson said.

WSF is also rife with internal subsidies (from one ferry user to another), despite the fact that fare collection permits equitable, "pay-as-you-go" pricing in a way that current highway user fees do not.
WSF defenders justify the system's overall 30-plus percent rider subsidy (which does not include the additional subsidy of vessel or terminal capital costs) by proclaiming that the ferry system is transit.
State law, in fact, declares that WSF is "a public mass transportation system." The attitude among ferry planners seems to be, "Hey, let's call it transit; that way we're supposed to be inefficient." Of course, the failures of transit ought to be eliminated, not emulated.

The investigation was conducted by the Washington State Ferries' Port Captain's Office, gathering testimony from crewmember and customers as well as gathering data from the vessel's global positioning tracking system.
