Vote-by-mail had been used in local elections around Oregon since the early 1980s, but the state's voters decided in 1998 to scrap polling place elections altogether.
"Oregon has been proselytizing this system aggressively, but there is unease about it" in other states, said Norm Ornstein, a political analyst at the American Enterprise Institute in Washington.
Almost 70 percent of that state's voters cast mail-in ballots in 2000.

 State to check counties' election systems
The Washington Secretary of State's Office is launching a statewide audit of county election offices to make sure that local election systems are secure and are using only state-approved software and voting machines.
Miller oversaw King County's election systems before moving to the secretary of state's office in 2000, and administered a system that had some of the vulnerabilities he'll now be helping other counties correct.
A number of fixes and security measures were put in place, and the machines Maryland uses for elections are now secure, she said.

As of October 26, 2004, Nader was slated to appear on the ballot in 34 states and Washington, DC, and was definitely off the ballot in eight states (California, Georgia, Indiana, Massachusetts, Missouri, Ohio, Oklahoma, and Virginia).
In some states, Nader was on the ballot as an independent candidate, while in a number of other states, Nader was deemed not to have met the requirements for ballot access, and was not on the ballot at all.
