 Discussion About the Watchdog Conferences
As most of you know, the Nieman Watchdog Project was the inspiration of Murrey Marder, a 1950 Nieman Fellow who gave his life savings to try to reinvigorate the media's sense of responsibility under the First Amendment to keep tabs on those who wield power, especially government, but also on business and nonprofit organizations.
The first was that there was a strong feeling that the underlying strength of watchdog reporting comes hard-driving reporters, but that they cannot function effectively without a commitment from management, meaning editors and publishers.
She was a hell of a news director for a local television station.

A watchdog timer is a computer hardware timing device that triggers a system reset if the main program, due to some fault condition, such as a hang, neglects to regularly service the watchdog (writing a 'service pulse' to it).
The most common use of watchdog timers is in embedded systems, where this specialized timer is often a built-in unit of a microcontroller.
Watchdog timers may also trigger control systems to move into a safety state, such as turning off motors, high-voltage electrical outputs, and other potentially dangerous subsystems until the fault is cleared.

In addition, this controversy was soon overshadowed by a strange and tragic bombing in La Paz, in which the bomber proved to have an odd background that many bloggers wrote about.

LONDON (CNNfn) - Britain's television watchdog ruled Monday that the impending $12.6 billion merger of broadcasters Carlton and United News and Media would breach existing laws on media ownership, but held out some hope for the deal by indicating the rules could be changed.
The Independent Television Commission, regulator of commercial television in Britain, said in a statement the Carlton-United merger would not "fit within the terms of current policy and legislation." But the ITC added that modified legislation could allow the merger to proceed.
The current rules have established a 25 percent ceiling, but the merger would require that limit to be raised to at least 35 percent.

WASHINGTON – A leading television watchdog group expressed disappointment yesterday that federal regulators were poised to end the year without issuing any fines for on-the-air indecency after record citations in 2004.
Members of the Parents Television Council, which has crusaded against coarse language and sexual content on television, made numerous complaints during the year and fear that the inaction by Federal Communications Commission will lead to racier programming.
The council's primary targets included an episode of CBS' popular "CSI: Crime Scene Investigation" that included references to abuse of a man's private parts, as well as profanity during the ABC's broadcast of the Live 8 concert that drew attention to poverty in poor countries.

What's wrong with public broadcasting? by James MacGuire
Even Richard Nixon, who opposed much of the public affairs programming aired on public television (correctly considering it to be slanted against him), felt strongly that public broadcasting had an important educational mission to fulfill.
Lack of capital also prevented public television’s attempt to create a digital video service for use in elementary and secondary classrooms, a market now dominated by Discovery Networks, which moved aggressively into the field, acquiring United Learning, and began making its own deals with individual public broadcasting stations.
Pack’s initiatives are constructive and deserve to be commended not least for their openness to talented new producers, but the fact that they have already fallen far behind schedule and will take three to seven years to produce and distribute raises questions about the bloated bureaucratic processes to which they are subject.
