Some people believe that the availability of water is what finally made the differences in the form of organization or government of a people.
Where water was scarce, such as in a desert, it made sense to have small bodies of governance with strict rules for the subjects.

Feikens oversees the Detroit water system under a federal consent decree resulting from a 1970s lawsuit filed under the federal Clean Water Act.
Drolet said Feikens decided to activate a 40-member consortium of city and suburban members to address water issues at Granholm's behest after she vetoed a bill in March to create a suburban-controlled, rate-setting authority to oversee the water system.
