Waterloo was founded in 1804 by Mennonites from Pennsylvania, including Abraham Erb, considered to be the founder of Waterloo because the two lots of land he owned later made up the core area.
The Waterloo city council is made up of the mayor and 5 councillors (soon to be increasing to 7 councillors), each elected in his or her "ward" (inaccurately called "riding").
The closest airport to Waterloo is the Region of Waterloo International Airport in nearby Breslau, but while it is a thriving general-aviation field, it is not heavily-served by scheduled airlines.

Within a year, the company owned eight open and eight closed cars, three large covered sleighs which were employed in the winter when the weather was at its worst, and seventeen horses.
A new carbarn was also built at this same location, replacing the original Waterloo carbarn, as the line had been extended from Scott to Albert Street the previous year.
It is believed that this line was leased to and operated by the Berlin & Waterloo Street Railway until it was taken over by the City of Kitchener in 1923.
