The largest waterwheels in the world are located in the Syrian city of Hama.

 Wey & Arun Canal - Lordings Waterwheel.
This unusual waterwheel was used to lift water from the River Arun to the summit pound of the Arun Navigation which terminated at Newbridge near Billingshurst.
The waterwheel is next to a three arch aqueduct which carried the canal over the river, the flow through one of the arches being used for the waterwheel.
Whether the waterwheel was built as part of the original canal design or added later is not known, as no records of its history are still in existence.

The hard fact about this wheel is that the water must flow as it has to due to gravity regardless of the magnet and as it drains torque is produced.
The water provides leverage against the outer drums wall closest to the magnetic influence and using that leverage it winds the inner container CCW and by doing so moves the outer drum CCW as well...
And I might say that with out the porting or restriction to the water flow you have a wheel that just sits there as you have discovered.
