Watts is a residential district in southern Los Angeles, California.
Watts is bordered by the cities of South Gate on the east and Lynwood on the southeast, and the unincorporated areas of Willowbrook on the south and Florence on the north.
Watts suffered even further in the 1970s, with gangs—poorly organized prior to the riots—becoming increasingly prominent features of the social landscape.

The neighborhood is bound by 108th Street, Century Boulevard and 107th Street on the north; Wilmington and Croesus Avenue on the east; Imperial Highway on the south and Compton Avenue and Central Avenue on the west.
The riots were widely known as the Watts riots although they ranged throughout the city.

According to Nobel Prize-winning economist Daniel McFadden, the electricity crisis is a result of "rigid regulation of retail prices in the face of rapid increases in wholesale prices." The difference between the retail price and the wholesale price (the price utilities pay for electricity) caused the utility companies to accumulate a $14 billion debt.
While 61 percent of electricity in the rest of the United States comes from coal and nuclear power, and 29 percent from natural gas and hydroelectric, California's fuel is 75 percent natural gas and hydro, 15 percent nuclear and 0 percent coal.
Another factor: California's electricity demand increased 24 percent over five years; but the state has not built any new power plants in 10 years.
