In a switch, Oceanside city clerk's race draws sparks | The San Diego Union-Tribune
Hughes said most people he meets in his campaign walks have never heard of the City Clerk's Office and don't know that its main jobs are taking council minutes, keeping the city's records and running elections.
Riegel Wayne admitted she is behind in completing the minutes, but said in an interview that it "does not affect any of the city's business." She said her office produces "action" minutes, which list agenda items and the votes but do not chronicle the discussion, promptly after every council session.
Riegel Wayne called Hughes' contention "probably the most bizarre one I've ever been involved with" because, she said, when Hughes was part of her department, he was responsible for some of the minutes as well.

Wayne’s colleagues in Hollywood also felt the time was right to acknowledge the living legend in their midst and awarded him the Oscar as best actor for True Grit.
