WeatherStar is the name of the technology used by The Weather Channel (TWC) to generate their local forecast segments (such as "Local on the 8s") on cable TV systems nationwide.
Even though the WeatherStar I had met the FCC's Part 15 regulations for emanated RF interference (RFI), it still radiated a lot of it, noted by the WeatherStar I interfering with TV channel 2 (which was a problem, considering it was installed in a cable tv headend).
The WeatherStar XL was also the first platform of WeatherStar to be adapted and modified by The Weather Channel for their WeatherScan service, a 24-hour local weather channel carried on some select cable tv systems nationwide.

The original WeatherStar technology has been upgraded on most cable systems to IntelliStar, including Vocal Local to announce the three-day local forecast.
The Weather Channel produces a service, based on modified versions of WeatherStar technology, called Weatherscan on which a separate channel constantly displays local and regional conditions and forecasts along with The Weather Channel's logo and advertisements.
TWC's sister channel in Canada is The Weather Network in English and MétéoMédia in French, which uses similar technology that is currently in use in the USA.

The C3-13 transponder on C-Band which carries Weather Channel to cable companies and DBS providers carries the embedded local info.
TWC gives headends that carry TWC the WeatherSTAR decoder which decodes the info pertaining to that area and displays it on the 8s.
If DirecTV or Dish Network were to put a WeatherSTAR device in their recievers based on billing zip codes or user preference, this would be the solution you may be asking for.

The WeatherSTAR4000 program is a fully featured, customizable emulator of the 4000 generation of The Weather Channel's local forecast that you run on your computer.
I developed this program primarily to teach myself how to program in object oriented languages better, and to learn the.NET platform; I also have a fascination with the WeatherSTAR technology, and have always wanted to be able to run/customize my own.

MEET THE WEATHERSTAR XL In late 1998 - early 1999, The Weather Channel began to roll out a sophisticated take on an old concept - a computer used at each cable company to generate local forecast data and deliver it to said cable company's households.
Although the flavors between the WeatherStar 4000 (versions 4/5) were setup almost identically to the WeatherStar XL version 1's, the maps themselves had some minor tune-ups: the Latest Observations changed from a 7 city text based screen to a 2 page, 8 city, icon based screen.

they use a Weatherstar scanning device that picks up your local zip code sent out by thru the 2nd feed the weather channels uses, or the one you see on cable.
a weatherstar scans the feed constantly, and at the 8s the signal is sent out, you then see the local plug-in on the weather channel and get your local weather.
put a weatherstar in select STB's and switch the feed that DirecTV uses to the #2 feed and you have yourself local on the 8's, with no additonal channels, no additional bandwith, and no additional problems.
