Weathertop - also called Amon Sul - was the southernmost and tallest of the Weather Hills.
After the North-kingdom of Arnor was established in 3320 of the Second Age, the Tower of Amon Sul was built on Weathertop.
By the end of the Third Age, Weathertop was desolate and uninhabited, except for Rangers who took shelter in the dell on the west side of the hill from time to time.

As you know there has been some questions as to why the four hobbit are being assaulted by the Nazgul (presumably at Weathertop), and Aragorn's absence during this assault.
The questions are there because the hobbits were never assaulted by the Nazgul while by themselves in the book.
Particularly at Weathertop, where the hobbits are believed to be at in the image, Aragorn is with them in the book, and fends off the Nazgul with a flaming brand of wood.

Weathertop was the resting place of one of the Palantiri of the North and was the greatest of a line of watchtowers that crowned the Weather Hills along the border of the kingdom of Arthedain.
Built in ancient times by the kings of Arnor to protect their lands from the forces of the Witch King, Amon Sul was the last to fall to siege in the great war that destroyed the Northern Kingdom.
Most people seem to paint Weathertop a bluish-grey colour to match the scene in the film, but the unedited pre-production photographs seem to indicate that the stone was a deep brown colour and the bluish tint was added afterwards to give the scene a spooky moonlit look.

Tolkien, Weathertop (Sindarin Amon Sûl, "Hill of Wind") is a significant hill in the Eriador region of Middle-earth, the southernmost and highest summit of the Weather Hills.
Weathertop overlooks the Great East Road east of Bree, about midway between the Shire and Rivendell.
Weathertop is not mentioned in The Hobbit, but is a scene of action in The Lord of the Rings.

Forge World have made a superb new version of Weathertop which is available now, but the wall sections that come with the boxed game could easily make a good alternative ruined tower.

Of the four statues of the kings that were there, we replicated this one in a larger scale so that we could shoot Frodo beside it.
Some of the Weathertop scenes were filmed in a studio but the buildings we were shooting in were not sound stages.
It was really tough with all the lights and equipment to try and sneak equipment in and still be far enough away from the edge of the frame.

In my opinion, the weathertop scene was great, mostly for the almost ballet-like unison in which the wraiths encircled the hobbits and lowered their swords and slowly aproached.
Very similar to the grimly choreographed way in which they burst into the Prancing Pony, each wraith going by the frightened Butterbur with their sword perpendicular to the ground, one after the other, the unified way in which they stand over what they thought were the beds of the hobbits.
Those kind of movements I always viewed as a great strength- this group mentality driven by the ring, moving essentially as one in terrifying beauty...much better than if they were randomly attacking with hobbits with their swords (at weathertop) and being all haphazard and loose.

So, by that reckoning, when Frodo says 4 years since Weathertop, they have been back in the Shire for three years.
There are little lines here and there that try to give an idea of the passage of time, but it's never really made as clear as it was in the books.
The biggest time difference between the films and the books for me was the time between when Gandalf left the Shire to figure out about the ring and when he came back.
