In 1898 Great Britain secured a lease of the Weihaiwei coastal region in the Chinese province of Shantung (now Shandong) for a period of 25 years (later extended to 32 years).
It was divided into two zones : - the town of Weihaiwei under a common British-Chinese administration, - the rest of the leased territory under exclusive British administration, To this was added a zone surrounding the leased territory under Chinese authority, but where the British enjoyed some privileges.
At first Weihaiwei was intended to become a major British naval base and was under military administration.

In 1898, the British government leased the port of Weihaiwei on the Shantung peninsula, the southern naval gateway to the Gulf of Chihli (Po Hai), from the Manchu dynasty, to counter the Russian presence at the northern gateway of Port Arthur.

Weihaiwei Territory, one of the least lustrous gems in Queen Victoria's imperial tiara, was a 285-square-mile leasehold located on the northeastern coast of Chinas Shantung Province near the tip of the peninsula.
Weihaiwei was the erstwhile home port of the ill-fated Chinese Northern Fleet, destroyed in the Sino-Japanese War; at the time of the British takeover it was still occupied by Japanese troops.
Weihaiwei, until 1894 the base of the hapless Chinese northern fleet, was for all its limitations the only anchorage north of the Yangtze not in foreign hands or off limits to Chinese military installations due to treaty port status.
