John Studabaker, of the Exchange Bank of Bluffton, and a prominent and one of the oldest citizens of Wells County, was born in Darke County, Ohio, August 15, 1807, a son of Abraham and Mary (Townsend) Studabaker.
In 1850 Wells County was in the mud, and he, with others, originated and built the Bluffton and Fort Wayne plank road, which opened quite an outlet for the produce.
Studabaker came to Wells County to invest in lands, and among other tracts entered the one on which Bluffton is not situated, and in 1838, when the county seat was located, he donated said land for the benefit of Wells County.

In Hunterdon County, 574 wells were tested, with 63 exceeding acceptable state standards for contaminants; of that total, 19 exceeded acceptable levels for fecal coliform; 8 for nitrates and 36 for arsenic.
Of the eight percent (417 wells) that exceeded a health-based drinking water standard, the most common reason for failure statewide was elevated nitrate levels (189 wells) followed by fecal coliform (92 wells) and volatile organic compounds (71 wells).
In the counties where arsenic and mercury testing was required, 72 wells failed for arsenic and 14 wells failed for mercury.

The Wells County Area Plan Commission (APC) serves all of Wells County except the Wells part of Markle (now served by Huntington County Plan Commission), and the Wells APC serves the full town of Zanesville (both Wells and Allen County portions).
The Wells APC, at its discretion, may refuse to schedule a hearing if, in the opinion of the director, there is insufficient time to prepare notices, there are too many petitions for the meeting, or inadequate information has been presented to the APC to render a fair and impartial hearing.
From the standpoint of the county government and serving the interests of the taxpayers, our long-term goal is to maintain the existing employment and still increase the productivity of county government.

The Older Americans Act of 1965 was established by Congress to assist older persons with securing adequate income for retirement, opportunities for employment, the pursuit of meaningful activities, physical and mental health services, enabling seniors to remain independent as long as possible and to enriching their retirement years.
Under the guidelines of this Congressional Act, Wells County Council on Aging was organized in 1975, under the supervision of a volunteer Board of Directors, and has developed a network of services and programs for Wells County residents.

The Jim Wells County Community Network (Network) is an organization of 25 local education, healthcare, library, government, business, and community organizations that was established in June 2001 in order to prepare an application to the Texas Telecommunication Infrastructure Fund Board (TIF) for a $525,000 grant to plan and implement the Network.
All five school districts in the county have committed to participate in the Network, and computers will be located in various communities throughout the county, including Alice, Premont, Orange Grove, Ben Bolt-Palito Blanco, and La Gloria.
