The National Assembly for Wales (or NAW) (Welsh: Cynulliad Cenedlaethol Cymru) is a devolved assembly (not a full legislature) with power to make regulations in Wales, and also is responsible for most UK government departments in Wales.
The second election produced the first ever democratically elected legislature in the world in which 50% of the members were women.
In July 2002 the Welsh Assembly Government established an independent commission, with Lord Richard (former leader of the House of Lords) as chair, into the powers and electoral arrangements of the National Assembly in order to ensure that it is able to operate in the best interests of the people of Wales.

In the Welsh Assembly Elections the Tories polled strongly enough to beat Labour, who at the time were having more than a few local 'difficulties'.
This is one of the most marginal Labour seats in Wales, and has to be one of the most likely Tory gains at the next election, especially after the Tory win in the Welsh Assembly elections.
However it is important to remember that it was turnout that cost Labour seats in the Assembly and turnout is likely to be a lot higher in a General Election (80% even in 1997).
