Welsh English definition - Dictionary - MSN Encarta
Welsh English is the variety of English used in Wales, where it is the majority language, coexisting with Welsh, the surviving Celtic language with the largest number of speakers but a minority language in its homeland.
Welsh English has three main influences: the Welsh language (mainly in the northern counties, often referred to as "Welsh Wales"; dialects in neighboring counties of England; and school and the media.
The Welsh are often said to have a singsong accent, perhaps because of their use of a rising-and-falling tone at the end of sentences (rather than a simple fall), and because of their full vowels and stress on usually weak syllables such as the "den" in garden.

"The Use of Welsh and English as the Medium ofInstruction"
The 1928 government report The Welsh Language in Education and Life laid the basis for the principle of bilingualism in the education system in Wales, and this was confirmed by the report of the Ministry of Education in 1953, The Place of Welsh and English in the Schools of Wales.
The rationale for the use of English in Welsh medium education, in particular the concern that total immersion in the Welsh language might hinder the development of the use of good English amongst pupils, was an initial focus of the study.
English and Welsh test results of pupils were often similar, and this was seen as an indication that performance in both languages was at the expected level for this key stage.

When English sailors travelled to the South Seas for the first time in the late sixteenth century (one account suggests it was on Drake’s circumnavigation of the world in 1578), they saw birds that to their untutored gaze reminded them of the Great Auk though, zoologically considered, they are quite different.
Welsh rabbit is basically cheese on toast (the word is not “rarebit” by the way, that’s the result of false etymology; “rabbit” is here being used in the same way as “turtle” in “mock-turtle soup”, which has never been near a turtle, or “duck” in “Bombay duck”, which was actually a dried fish called bummalo).
A Welsh dresser is regarded as very typical of rural Wales, but is really a survival of the medieval board of the grander sort of English home, once used to pridefully display examples of ceramics and pottery, but in Wales banished to the farm and cottage kitchen as a utilitarian storage item.

 Welsh language, alphabet and pronunciation
Welsh is a Celtic language spoken as a community language in Wales (Cymru) by about 659,000 people, and in the Welsh colony (Y Wladfa) in Patagonia, Argentina (yr Ariannin) by several hundred people.
Welsh is fairly closely related to Cornish and Breton, and more distantly related to Irish Gaelic, Manx Gaelic and Scottish Gaelic.
The earliest known examples of Welsh literature are the poems of Taliesin, which feature Urien of Rheged, a 6th century king in what is now southern Scotland, and Aneirin's Y Gododdin, a description of a battle between Celts and Northumbrians which occurred in about 600 AD.
