Wendy Lee Gramm, the new chairman of the Commodity Futures Trading Commission (CFTC), last week said off-exchange metals investments and the internationalization of futures markets are among the trends that the agency needs to monitor.
But Gramm, who assumed the CFTC post last month, expressed overall satisfaction with the current state of market operations, margin-requirement levels and the federal regulatory structure of which she is now part.
Gramm noted that President Reagan has appointed her to fill the unexpired term of Susan Phillips, who retired as CFTC chairman last year, and therefore she expects to have her post until April 1990.

Gramm was a staff economist at the FTC during the 1980's and was widely known to be a skeptic of most government regulation.
Gramm and two other members of the transition team, Jerry Ellig, an economist at George Mason University, and Thomas DiLenge, counsel to the House Commerce Committee, met with Commissioners and staff of the FTC and are expected to produce a report soon.
