The history that West Papuans wished to see rectified at the Congress was that of its formal, or legal appertinance or non- appertinance to the Republic of Indonesia, and of their right to secession in the light of UN principles of decolonisation (this latter I will also discuss in sections 3 and 4).
Considering the present predicament in West New Guinea, one could be tempted to award the second prize in colonialist manipulation to the Netherlands for the separation of the territory from the rest of Indonesia in 1946 and simulating a disjunct decolonisation in 1961 to forestall reunification.
West Papuans probably do not realise that the very sympathetic and cordial solidarisation which they experience from peoples of PNG and the South Pacific in their present predicament do not actually serve as demonstration of some sort of common ethno-cultural basic national identity.

To conclude, there is overwhelming evidence to show that the West Papuans did not have the opportunity to exercise their right to self-determination as guaranteed in the New York Agreement and under UNGA Resolution 1514 on the granting of independence to colonial peoples (14 December 1960).
Privately, however, we recognise that the people of West Irian have no desire to be ruled by the Indonesians who are of an alien (Javanese) race, and that the process of consultation did not allow a genuinely free choice to be made.
To make sense of current West Papuan resistance to Indonesian rule it is necessary to understand why the Papuans were denied their right to self-determination and why it was that an Asian country ended up in control of this vast, resource-rich land and its Melanesian population.

On the 35th anniversary of West Papua's so-called "Act of Free Choice" and Indonesia's first direct presidential elections, the National Security Archive posted recently declassified documents on U.S. policy deliberations leading to Indonesia's controversial 1969 annexation of the territory.
From 1949 until 1961 the Indonesian government sought to "recover" West New Guinea (later known as West Irian or West Papua), arguing that the territory, a part of the former Netherlands East Indies, rightfully belonged with Indonesia.
The Indonesian government firmly rejected the possibility of a one-person, one-vote plebiscite in West Irian, insisting instead on a series of local 'consultations' with just over 1,000 hand selected tribal leaders (out of an estimated population of 800,000), conducted in July 1969 with between 6,000-10,000 Indonesian troops spread throughout the territory.

They extended their rule along the coastal areas in the 18th cent., and in 1828 claimed possession of the coast west of the 141st meridian and in 1848 of the north coast W of Humboldt Bay.
The conflict between the Dutch and Indonesia ended in late 1962 when the Netherlands agreed to UN administration of West New Guinea and, after May 1, 1963, transfer of the territory to Indonesian control pending a plebiscite (to be held under UN supervision before 1970).
In June, 2000, a congress of Papuan activists declared the province independent as West Papua, an action that was rejected by the Indonesian government, which subsequently responded with a military crackdown on independence supporters.
