Melbourne is the state capital and largest city in the Australian state of Victoria, and the second-largest city in Australia, with a population of approximately 3.7 million (2006 estimate).
Melbourne's overwhelming dominance of the state of Victoria's population and economy means the Victorian state government is also effectively the city government of greater Melbourne.
Melbourne is seen as an international educational hub, with many students from Hong Kong, Singapore, Korea, India, Malaysia, China and other parts of Asia choosing to study at one of the city's many high schools and universities.

Victoria's first settlement was at Portland, on the west coast of what is now Victoria, Melbourne was founded in 1835 by John Batman.
Victoria is incorporated into 79 municipalities for the purposes of local government, including 39 shires, 32 cities, seven rural cities and one borough.
Victoria contains many topographically, geologically and climatically diverse areas, ranging from the wet, temperate climate of Gippsland in the southeast to the snow-covered Victorian alpine areas which rise to almost 2000 m (with Mount Bogong the highest peak at 1986 m) and extensive semi-arid plains to the west and north-west.

The opening of the asylum coincided with the Melbourne Town Council's overtures for a new township to accommodate the gold-rush population influx.
The residential component of West Melbourne, however, was mostly displaced by expanding industry on the edge of the central city area, although several row houses and individual dwellings were identified in a conservation study in 1983 as being of significance.

East Melbourne is a residential and commercial suburb which retains a number of religious and institutional buildings on land grants made during the nineteenth century.
The Government surveyor, Robert Hoddle, prepared a plan for East Melbourne in 1837, with roads correctly running north-south and east-west on contrast to the skewed directions of central Melbourne's streets which took their axis from the direction of the Yarra River.
East Melbourne's building stock was enlarged during the 1990s when the Yarra Park school and adjoining land was used for apartments, and when the railways yards west of Jolimont were reduced.
