The Western Association of Schools and Colleges is the independent body that accredits and re-evaluates all institutions of higher education in California, Hawai'i and Guam.
The WASC Association of Senior Colleges and Universities received the visiting team's The Final Report of the Visiting Team was sent to UHWO on December 14, 2004.
At its meeting on February 17-18, 2005, the Western Association of Schools and Colleges’ Accrediting Commission for Senior Colleges and Universities (WASC Senior) reaffirmed the accreditation for the University of Hawai‘i—West O‘ahu (UHWO) campus.

 Handbook of Accreditation and Policy Manual
WASC was formed on July 1, 1962 to evaluate and accredit schools, colleges, and universities in California, Hawaii, American Samoa, Guam, the Commonwealth of the Northern Marianas, the Republic of the Marshall Islands, the Federated States of Micronesia, and the Republic of Palau.
WASC functions through a Board of Directors and three accrediting Commissions: the Accrediting Commission for Senior Colleges and Universities, the Accrediting Commission for Community and Junior Colleges, and the Accrediting Commission for Schools.
The WASC President shall arrange a hearing for representatives of the institution before the Association's Hearing Board, established for this purpose, as prescribed in Article VI of the Constitution of the Western Association of Schools and Colleges (pages 128-131).

The WASC accrediting team in the summary section of its 1994 report considered five of its fifteen recommendations to be of particular importance.

WASC was organized in 1962 by individuals representing both private and public school interests and was incorporated in California pursuant to that state's nonprofit corporation statute.
Because all public schools in WASC's region must apply for accreditation, approximately 75 percent of schools accredited by WASC are public schools.
Other schools applying to WASC for accreditation are in Hawaii, American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau.

One accreditor said that his association tends to give church-affiliated schools more unilateral power in selecting a new CEO than it does to FPs because it feels that the former are more concerned with the institution’s education mission (as opposed to profits) than FPs might be.
The association declined the offer primarily because it feels there is some benefit to be had in institutions taking some time to launch new programs, such as ensuring that any new programs are consistent with the institution’s mission and having significant faculty involvement in program development and oversight.
This association defends its decision, arguing that it is not accreditation’s role to tell a higher education institution where it needs to stay the same or where it needs to change.

With regard to the WASC visit, the team made clear to the university that it needed to evaluate based on where the campus is today rather than on the potential of new buildings.
The previous WASC site visit team noted that there was a lack of coordination between UHWO and Leeward Community College, a surprising development considering that the two institutions are co-located and UHWO is an upper division-only campus.
The present WASC team did not feel that collaboration between the institutions had progressed as much as it might, given the proximity of the institutions, the fact that they are parts of the same system, and the contribution such a partnership could make to the persistence and retention of non-traditional students.

In exercising decision-making authority by industrial or professional associations, there is no invalid delegation of legislative power unless the statute empowers the private association to initiate or enact rules having legal force.
