The Western Bay of Plenty’s population in 2001 comprised 54 percent of the region’s total of 239,415 residents (Pool et al., 2004: 10).
An analysis of the 2001 census data on internal migration into and out of the Western Bay of Plenty since 1996 revealed that 58 percent of the population resident in the sub-region had not moved to live in an area outside their local authority over the past five years (Bedford, 2002: 5).
Not surprisingly there are some significant variations, by age, in reasons for selecting the Western bay of Plenty as a destination, but the highest percentages for all age groups tended to be recorded for lifestyle-related factors (coastal environment, better climate, desire for a change) and for the attraction of greater proximity to family (Table 9).

 Papamoa
Pre-European, the densely populated Papamoa district was made up of two zones, a dune plain on the coast and the hills immediately behind it divided by a resource-rich wetland area.
The Bay of Plenty branch committee of the Historic Places Trust identified the importance of the Papamoa Hills and drew it to the attention of the Tauranga District Council and the Western Bay of Plenty District Council.
Last October, the two district councils and Environment bay of Plenty announced the purchase of 97.5 hectares in the Papamoa Hills for $1.4 million to develop a cultural heritage park.

The army was this morning evacuating a motor camp in Papamoa, 19km south-east of Tauranga, with up to 100 residents affected, Western Bay of Plenty District Council spokesman Peter Hennessy said in a statement.
Mr Hennessy said the floodwaters were decreasing in most urban areas but further heavy rain was forecast for the Bay of Plenty, with up to 40mm possible.
