 WSO | Peace plan for self-determination of the people of Western Sahara
The authority of Morocco for the foreign relations of Western Sahara shall be exercised in consultation with the Western Sahara Authority on matters that directly affect the interests of Western Sahara.
The legislative authority of the Western Sahara Authority shall be exercised by a Legislative Assembly elected by the people of Western Sahara in accordance with paragraphs 15 to 17 of the present plan.
Neither Morocco nor the Western Sahara Authority may unilaterally change or abolish the status of Western Sahara, except for the adoption of such laws as may be necessary to conform to the results of the referendum on final status.

Western Sahara has been the subject of a territorial dispute between Morocco, which annexed the territory in 1975 and claims sovereignty there, and the Polisario Front, which calls for an independent state in the territory and has set up a self-proclaimed government-in-exile in refugee camps in south-western Algeria.
Polisario, which is recognised by many countries as the legitimate government of Western Sahara, began fighting Morocco in 1976 when Spain withdrew its colonial administration from the desert territory and divided it between Morocco and Mauritania.
Western Sahara won independence from Spain in 1976, but was promptly seized by Morocco, which plans to explore for oil off its coast.

Imagine that pro-independence demonstrations in occupied Western Sahara are met with violence from some elements of the Moroccan settlers – encouraged or coerced by Moroccan security forces out of uniform (as is alleged to have happened already).
Tension mounts, the Western Sahara Authority police use force to contain the trouble… Might this be a pretext for Moroccan armed forces intervening to “safeguard” the territory against “secessionists”?
However much we may all want to resolve the Western Sahara conflict, these proposals are not likely to do this, and friends of the Saharawi people cannot ask them to take such a risk as to accept them.

The Security Council this morning extended the mandate of the United Nations Mission for the Referendum in Western Sahara (MINURSO), which was to expire today at midnight, until 31 July to allow time for consideration of the Secretary-General’s report and the latest peace plan for self-determination.
The report finds that the main objection of Morocco to the peace plan seems to be that in the referendum to determine the final status of Western Sahara, one of the ballot choices is independence.  However, independence is also one of the two ballot choices under the settlement plan, which Morocco had accepted.
The responses of the parties also contain a number of ostensibly technical objections to the peace plan, the report continues.  However, when taken together, these objections suggest that the parties “still lack the genuine will required to achieve a political solution to the conflict”.
