The design of the Western saddle derives from the saddles of the Spanish vaqueros, the early cattle and sheep herders of Mexico and the American Southwest.
Stirrups: Those of the Western saddle are not built to detach from the saddle in case of emergency, but instead are spacious and sturdy; the rider's high-heeled cowboy boots prevent his feet from slipping through and exposing him to the danger of being dragged.

The way to tell this is look at the skirt of the saddle it should be straight from front to back and not be slanting up or down, and the seat should have a level spot in it where you would be sitting.
But this will vary, If the saddle is setting down on our horses withers you have to look and say either that the saddle is too wide or it could be your horses withers are pretty high and you just will need to look for a saddle with a higher pommel.

i ride my hros ein a western saddle (she isnt trained western, i just use the reins and the saddle for hacking) and yes they do help with your confidence and they do keep you in the saddle and if your horse bucks you are less likely to fly on the ground.
One thing I have noticed is that a lot of western saddles put you into a better position that many English saddles as they let your leg hang straight down and its easier to maintain the correct position.
I ride my 14hh in a western saddle, but I do find that you need to wear a pair of suade chapps as a western saddle can be a bit slippery, not having the knee rolls of an english GP saddle.
