  Schools dip into its reserve - 06/27/00
WESTLAND -- Wayne-Westland Community Schools plan to use $5.5 million from savings to balance its 2000-01 budget.
   District officials said they knew they would have to dip into its savings, the only question was how much.
But state law doesn't allow the district to pass a new millage to cover operating costs.

 Principal charged in school fund embezzling
Celestine Sanders, principal of Adams Middle School in Westland for six years, had resigned and agreed to pay restitution Monday before she was accused of 13 counts of embezzlement, Superintendent Greg Baracy said Wednesday.
A 30-year educator in the district, she previously had been a teacher and elementary school principal in the 15,000-student district, the state's 10th largest.
Westland police began an investigation in late March after receiving information about a misuse of funds at Adams, one of four middle schools in the district, Chief Emery Price said.

Westland Irrigation District (WID) proposes the addition of 21,100 acres, of which 9,912 acres are currently irrigated, into their boundaries.
In the interim Reclamation entered into a series of annual water service contracts with WID so irrigation of lands outside of the district boundaries with federally supplied water could continue while issues surrounding the boundary expansion were resolved.
Based on the complex and often controversial nature of the issues involved, the high level of public and agency interest, and Reclamation's Native American trust responsibilities, Reclamation concluded that an EIS should be prepared.

Eighteen months in the preparation, the 60-page four-chapter report Tourism in Westland: Challenges for Planning and Recommendations for Management was presented to Westland District Council at Hokitika by its authors Lincoln University Professor of Tourism David Simmons and rural sociologist Dr John Fairweather of the University’s Tourism Recreation Research and Education Centre.
The Westland study is the third in a series led by Professor Simmons as part of a tourism research project funded from the Public Good Science Fund.
Twenty-nine percent of all jobs in Westland District depend either directly or indirectly on tourism and the total direct spending by tourists is estimated to be $108 million with "flow-on" effects generating many more millions for the District.

Michigan school districts have tapped their rainy day funds to avoid cutting programs, but many districts now are running out of money.
Districts such as Livonia and Utica that spent years building a nest egg have been spending down their balances to avoid cuts that would affect kids in the classroom.
Districts need to maintain a decent fund balance in order to pay their summer bills, according to Tom White, executive director of the Michigan School Business Officials.

Note on Canton District 35 - there is more than one judge there (another District 35 judge ruled for the state law a couple years ago) but the 1/30/03 Wayne County Circuit Court decision now exists which we would hope any Wayne County district court judge would follow.
The 16th District court is at 15140 Farmington Rd. Ernie also tells me there may be an upcoming story about him and his tickets in the Michigan Motorcyclist.
(The Westland district court is on Ford Rd. between Wayne and Newburgh.) Both judges in Westland had already dismissed Ernie's tickets under the new MSP rule.

The community and council have been discussing Westland's drinking water since health authorities last year identified the region's water as carrying increased warm-blooded animal contaminations.

   Bills introduced by Rep. Bruce Patterson, R-Canton, and Sen. Loren Bennett, R-Canton, propose to abolish the 29th District Court in Wayne and move the city's one district judge to the 18th District Court in Westland.
Westland had 40,000 new cases and a population of 86,602.
