London is named after and developed from Londinium, the Roman capital of the province of Britannia(see Roman Britain, and as the capital city of Great Britain, it became the centre of the British Empire.
The name "London" refers to the large conurbation whose centre is the smaller City of London in the county of Middlesex, in England.

The City of Westminster is a London borough and a city in its own right, situated to the west of the City of London and north of the River Thames.
It gained London borough status and was extended in 1965 to include the former Metropolitan Boroughs of St. Marylebone and Paddington in the north; as such, it covers a much wider area than the traditional geographic area of Westminster.
Westminster City Council undertook several studies which have shown higher populations as part of a campaign (supported by both political parties on the council) to have the population estimate raised, which would increase its grant from the United Kingdom Government.
