Westsylvania is a newly created state with no prior adjudications adopting "majority," "minority," or "peculiarity" rules of law.
The Supreme Court of Westsylvania is constitutionally mandated to adopt that position or rule which a majority of its members believe will give the fairest result in the case before it and in similar cases.
The Westsylvania Historic Preservation Officer declined to nominate it, finding that Charles Whiting Wooster was not a person of national or local significance and the house was not a particularly good example of the architecture of its time.

The Westsylvania Heritage Corporation (formerly the Allegheny Heritage Development Corporation) is a public organization centered in Hollidaysburg, Pennsylvania.
It was created in the late 1990s by the Southwestern Pennsylvania Heritage Preservation Commission, a federal commission made to oversee the America's Industrial Heritage Project.
Westsylvania's aims are to promote the history and protect the identity of western Pennsylvania; among its actions toward these ends is the publication of Westsylvania magazine, a quarterly periodical on the history of and life in the region.

It was to include southwestern Pennsylvania, the western panhandle of Maryland, nearly the whole of what is now West Virginia, a small part of what is now Virginia, and a small part of eastern Kentucky.

During the "Whiskey Rebellion" his moderating influence kept the western portion of America from detaching itself from the United States to possibly form alliances with America's former enemy, or with the Spanish.
"Westsylvania" had its genesis in the year 1777 when the inhabitants of territory claimed by both Virginia and Pennsylvania first raised the issue of local autonomy.
In January of 1783 a petition was circulated to press for the new state, an interesting coincidence when one considers the date of the Commonwealth's Acts of Assembly shown below, which in essence quashed any idea of carving out a new state from what would become Pennsylvania territory in fact.
