After the Revolution, the opposing claims of the two States were settled on the basis of New York having the right to govern, and Massachusetts the right of preemption in the district which is now Monroe.
Phelps opened the first land office in western New York at Canandaigua in 1789, and the first deed recorded there (it was then the County seat) for lands in the future Monroe, was September 16, 1790, and covered nearly all of the present town of Charlotte.
Eventually, the superiority of its soil was recognized, and the County became the granary of New York.

In 1992, the Senator was elected to the New York State Assembly, where his colleagues named him President of his class of freshman legislators in one of the largest freshman classes in the Assembly's history.
He authored New York's toughest Driving While Intoxicated law during his first few months as a State Senator, and also authored measures which allow juveniles over age 14 to be prosecuted as adults if they bring a weapon onto school grounds.
As a result of these initiatives, Senator Alesi was named "Legislator of the Year" by the New York Chapter of the American College of Emergency Physicians in 1999, and received the NYS American Heart Association's "Achievement in Advocacy" Award in 2000.
