  Building Bicycle Wheels Wheelbuilding
I call this easy wheelbuilding because it eliminates the tricky part of the process, which is figuring out what length spokes to use and lacing the wheel with the new spokes.
Unless your wheel is really old (three to five years) and has seen lots of use and abuse, you can likely reuse the spokes in the wheel, which is what I recommend for this type of wheelbuilding because it simplifies things immensely.
To do this, you place the new rim next to the damaged rim and move the spokes from the old rim to the new.

Although this article was originally directed to shop mechanics, a knowledge of wheelbuilding can be invaluable to any cyclist who wishes to do his or her own maintenance and repair.
Before a wheel is ready for the road it must be stress relieved, because the bend in the spoke has to accommodate itself to the shape of the hub flange and vice versa, and a similar process may go on where the nipple sits in the rim.
Some wheelbuilders do this by flexing the whole wheel, others by grabbing the spokes in groups of 4 and squeezing them together.

A common error in wheelbuilding is to leave the spoke tension too low.
The reason that thinner spokes on the left work better and last longer is that they are stretched by the same amount and have the same stiffness against lateral (side-to-side) motion of the rim as the thicker spokes on the right.
If you need instruction in wheelbuilding, read Sheldon Brown's article, on his Web site, which is as good as anything I've ever read on the subject.

Frankly all there is to wheelbuilding is the desire to do a great job, a few little tweeky tricks, good tools, good product to work with and most importanty, build a s-load of them.
So if I was going to pick a wheelbuilder I would pick one that has built the most.

I was thinking about ordering one of them and did not because I was unable to decide.
There is a rod poking up through the middle that he can place the hub on that will place it about center to the rim and make it easier to lace.

He suggests that wheelbuilders in the know, use special spoke spacers that go in the hub flanges in order to protect the hub spoke inserts from ovalization!!!!
In other words, this spoke spacer is something that goes between the spoke and the hub flange.
("The Art of Wheelbuilding") I think he's talking about those little brass washers that go under the head of the spoke and tying and soldering the spoke crossings.

These wheelbuilding tips were gleaned from a discussion of wheelbuilding on the mailing list mtb@cyclery.com in February 1998.
Personally, having both been on a wheel building course at the lbs and built 15 odd pairs of wheels I'd say some of Sheldon Brown's wheel building advice is a little dubious.
I got some great advice from a local wheelbuilder: after I rode the thing for a little while I retrued it and added another half turn to each nipple.

The local wheelbuilding celebrity at 'Gravy Wheels' won't build them because of supposed strength issues, but I've got many thousands of miles of popping curbs and getting hit by cars on them with nary a problem.
In The Art of Wheelbuilding, Schraner first warns about how weak twisted spokes are and then writes something along the lines of "it's better for kids to roll spokes than to roll joints."

I reread my 1980's version of Brandts wheelbuilding book and bought the Shraner book because it had more info on building disc wheels.
The point I took to heart from Shraner was to use spoke washers, especially on a rebuild.

It's easy to lace, it doesn't call for mixed spoke lengths, and (from my experience) it holds up well.
