Russia   (Site not responding. Last check: 2007-10-10)
Russia is a federated state with, in theory, widespread devolution to its regions.
We could say that white, blue and red flags were in used in Russia from about 1667, mainly in the quartered form with a blue cross, while from 1697, after the visit of Peter the Great to Netherlands, the triband design became the preferred one.
The white-blue-red is based on the coat of arms of the duchy of Moscow, which is red with Saint George, wearing white armor and a blue cape, riding a white horse, holding a blue shield, defeating the dragon.

Europa: The History of the White Race : Chapter 40
In southern Russia the nature of the society was changed from that a budding White civilization to that of a full blown Asiatic society through the replacement of the White population by an Asiatic population.
The northern parts of Russia were in an invidious position: on the one hand, the southernmost parts of their land had been overrun by murderous Asiatics who for the moment were not directly threatening northern Russia: while in the west, bands of crazed White Christians were seizing every opportunity to invade and extend their power.
The colonization and clearing of central and southern Russia was undertaken by rough and ready White adventurers from the north of Russia, who became known as Cossacks: more often than not they were peasants who had fled the feudal serfdom of the principalities in the north to seek their freedom and wealth elsewhere.

White Russia - Wikipedia, the free encyclopedia
White Russia is a name that was historically applied to different regions in Eastern Europe, most often to the region that roughly corresponds to the present-day Belarus.
In English the use of White Russia to refer to Belarus is dated, however many other languages continue to use a literal translation of White Russia to refer to Belarus.
The problem with this translation is that the name "White Russia" seems to suggest that this territory is related to the present-day Russian Federation, whereas it has nothing to do with the Russian Federation, but is related to the ancient lands of Ruthenia (or Rus’—see also Etymology of Rus and derivatives).

The authors of the White Paper are also concerned about the likelihood of "chain reactions." Acquisition of nuclear weapons by one or a few states might lead many more to follow suit out of concern for their security or for political (e.g., status) reasons.
Somewhat surprisingly, the White Paper considers the risk that biological weapons could be used in an interstate conflict as "real." This view contradicts the widespread belief of the international expert community that military effectiveness of biological weapons is low and their use on battlefield is highly unlikely.
The White Paper cites the absence of a legally binding regime as the key weakness of existing international efforts to prevent proliferation of missiles capable of delivering WMD and related technologies.

This trend was still extant in the 13th century but the use was gradually diminishing and eventually came to refer to the people living in a certain part of Belarus, who supposedly were descendants of the original tribe.
The meaning of the word stems from Tatars using word "white" to mean "free", "non-taxable", etc. Then it is clear that this expression could be used in Moscovy for the GDL as having religious connotations; however, it is nowhere to be found within the GDL up to the 17th century.
