The Home Rule Municipality of Whitemarsh Township shall be a municipal corporation with the actual boundaries at the time this Charter takes effect to be those of the Second Class Township of Whitemarsh and as may be lawfully changed thereafter.
The referendum resolution shall be filed with the Board of Elections of Montgomery County, Pennsylvania at least sixty (60) days prior to the next primary, municipal or general election and a referendum shall be held thereat by special election as provided in the election laws of the Commonwealth of Pennsylvania.
Contracts of the Township involving sums in excess of an amount from time to time specified by the Board by ordinance shall be in writing, shall be subject to competitive bidding, and shall be executed by the Chairman of the Board.
