The name, Wigglytuff is a portmanteau wiggly referring to this Pokémon's wiggliness and tuff which could be a deliberate misspelling of tough or tuft or merely a deliberately made-up word that rhymes with puff in Jigglypuff, its devolved form.
Wigglytuff is a relatively large pink balloon-like creature with a white underbelly, large blue saucer-like eyes, a pair of large pink ears like a rabbit, and a twisty tuft of pink hair on its forehead.
A Wigglytuff appears in English episode 69 (Lights, Camera, Quacktion!), in which Wigglytuff is a Pokémon actress with a terrible temper reminiscent of her pre-evolved form, Jigglypuff.

No wild Wigglytuff are to be had in GSC, but you can evolve your own from the Jigglypuff found on Routes 5-8, 34 and 35 in Gold and Silver, or Routes 3, 4 and 46 in Crystal.
Wigglytuff can certainly make good use of Thunderwave as her Speed is deplorable, so you should probably lead off with it if you're facing anything other than a Ground type (who obviously won't be affected by Thunderwave).
If elemental attacks are your thing you can outfit Wigglytuff with any and all beam-class special attacks from either the Move Tutor in Crystal or the TMs in RBY, or you can take her in the opposite weather direction from mine (namely Rain Dance, Thunder and Bubblebeam; it's just a shame Wigglytuff can't learn Surf).

In the days when Haymaker dominated, Wigglytuff was the first deck that could cause serious problems for even the best Hay’ players (this was, of course, because a Wigglytuff deck was basically just a Haymaker with Wiggly in it…).
If you play a well-built Wigglytuff deck the main thing you’ll notice is that no matter what you Energy Removal and Super Energy Removal, the damn thing still seems to have energy on it: usually enough to attack.
But even if the Wigglytuff is fully evolved, he still runs the risk of suffering massive damage from a single Smash Punch, while still having to flip for the chance to KO it.

This deck is centered around using Wigglytuff to inflict seriousamounts of colorless damage on your opponents.

Sadly, Jigglypuff's overall stats aren't all that hot, but it's got good Attack and outstanding HP values to at least make up a little for the lack of Defense, Special and Speed.
Things get better once you evolve Jigglypuff into a Wigglytuff, but remember that Wiggly doesn't learn any moves on its own.
You're best off evolving Jigglypuff at level 29, when it knows Rest, or level 34 when it has learned Body Slam.
