Copyright protection under this title is not available for any work of the United States Government, but the United States Government is not precluded from receiving and holding copyrights transferred to it by assignment, bequest, or otherwise.
The Register of Copyrights shall prescribe by regulation, as examples, specific methods of affixation and positions of the notice on various types of works that will satisfy this requirement, but these specifications shall not be considered exhaustive.
International copyright law is a matter of treaty, and in the hierarchy of authority, the Constitution is at the top, above treaties, and the copyright treaties don't change the "local" law in the various countries, anyway, they just make other countries recognize each others' "local" laws.

Linking to copyrighted works is usually not a problem, as long as you have made a reasonable effort to determine that the page in question is not violating someone else's copyright.
If you use part of a copyrighted work under "fair use", or if you obtain special permission to use a copyrighted work from the copyright holder under the terms of our license, you must make a note of that fact (along with names and dates).
It should also be noted that governments outside the US often do claim copyright over works produced by their employees (for example, Crown Copyright in the United Kingdom).

Saying there are issues without identifying them is like saying "the sky is falling" -- it may be so, but there's nothing in your posting that makes that more likely than not, since you haven't given even a hint of what kind of issues you want us to think there are.

The reasons for this is that few people actually need to read these policy pages.
If anything I think there is a case for taking out some more links to free up some space.

 Copyright - Wikipedia
Copyrights are generally enforced by the holder in a civil law court, but there are also criminal infringement statutes.
Copyright concepts are perceived to be under challenge in the modern technological era, from the increasing use of peer to peer filesharing, to the downward trend in profits for major record labels and the movie industry.
Once the term of a copyright has expired, the formerly copyrighted work enters the public domain and may be freely used or exploited by anyone, as courts in the United States and the United Kingdom have rejected the doctrine of a common law copyright.

Slashdot Online Content Cannot Remain Free
There are copyrights, and then there are copynorms [wikipedia.org].
True, but a copynorm had developed that when a copyright owner publishes a work on the World Wide Web for anonymous access, the copyright owner intends for it to be seen by as many people as possible, and thus automated systems have the right to cache it verbatim until the copyright owner decides otherwise.
In October 1998, the United States Congress codified this copynorm as law in 17 USC 512(b) [bitlaw.com], enacted as a rider to the DMCA.

 Copyleft - Wikipedia

 Mask work copyright - Wikipedia
According to 17 USC chapter 9 (http://www4.law.cornell.edu/uscode/17/ch9.html), semiconductor mask work copyrights last only ten years (in contrast to effectively perpetual copyright on most other works) and are not subject to the typical backup exemptions that 17 USC 117 provides for computer software.
The correct symbol used in a mask work's copyright notice is Ⓜ (M enclosed in a circle; and#x24c2;) or *M*, not (M) in parentheses as your web browser may render it.
The lack of backup exemption means that Nintendo can go after sites that carry ROM dumps copyright 1991 or later (Super NES, Nintendo 64, Game Boy), but ROM sites hosting mostly software for older consoles may fall under normal copyright law's fair use, library (17 USC 108), and backup exemptions.
