That's interesting I thought the whole reason why we have been losing contributors is because we are /not/ enforcing our Wikipetiquette policy.
The policies listed IMO should be; NPOV, no copyright violations, 'we are an encyclopedia' and yes Wikipetiquette.
But users that show a clear pattern of violating policy should be "gasp" told they are doing so, told what the possible consequences are and if they ignore this warning then hard security takes over.

Please see Wikipetiquette for some suggestions on how you can avoid overusing talk pages in this way.
A point of terminology: the notion of refactoring, in the context of a wiki, means basically the rewriting of a page so as to preserve all the useful information on the page.

In particular, I would prefer to take out the links to Neutral point of view, Wikipetiquette and Copyrights, and just have the link to Policies and guidelines.
The reasons for this is that few people actually need to read these policy pages.
If anything I think there is a case for taking out some more links to free up some space.
