Wilhelm (Xenosaga) - Wikipedia, the free encyclopedia
Wilhelm has an affinity for referring to life's situations as if they were all a part of some universal theatrical play.
Wilhelm's assistants are the Testaments: Erich Webber (alias Voyager), Kevin Winnicott, Luis Virgil and Albedo Piazzolla.
Wilhelm is described as the "protector of lower-dimensional space." The operator of Zarathustra, he possesses a "temporal recurrence ability." He is known to be an existence like chaos, and has been around at least since very ancient times.

Guardian Angels - Xenogears and Xenosaga Characters by Morgan
Early in Xenosaga we are witnessed to KOS-MOS absorbing the creatures known as gnosis.
In Xenosaga, the final battle is with the gnosis that has been absorbed by and merged with "Proto-Merkabah." KOS-MOS is suggested as being a very advanced and very compact version of "Proto-Merkabah." KOS-MOS is also suggested to have some sort of divine power.
Lastly the characters known as Wilhelm (I'm pretty sure that's his name, I've completely forgotten his name but he's the guy that is in that small office and he talks to people dressed entirely in red) bears a very strong resembelance to Ramsus.

Looking at the responce by Red Cloaked Man to Wilhelm in #Block 3# ("Will he suffice for that role?"), it strikes me that RCM is talking about the role of the villain, and it would be an odd way to phrase the statement if "villain" refered to Wilhelm.
Wilhelm, being the godlike persona that he is, sees right through this ruse and dispells Red's concern by stating that Shion is, in effect, just a player in this drama, so suffering is natural.

Wilhelm is the player moving the pieces, and the pieces are each of the other characters in the game.
Now that my perspective of Wilhelm is established, the fact that he obviously has been alive for a long time leads me to believe that he has been moving events to meet his goals for quite a long time.

Somewhere along the line during Monolithsoft's PR junkets and interviews and whatnot, Xenosaga fans came to believe that Episode 2 would wrap up the current plot line involving the characters introduced in Episode 1, and that Episode 3 would jump ahead a few thousand years in the timeline and introduce new characters.
While there are still many fans who stubbornly cling to the hope that Xenosaga will follow a course of events that will eventually lead into a retelling or even a remake of 1998's Xenogears, Episode 2 doesn't do much to bring us any closer to that.
In any case, Xenosaga Episode 2 continues to follow the same path as Episode 1 did: This is a relatively small, sensibly sized RPG.

Thus, Wilhelm had to pull strings and stage a Federation attack on the Kukai Foundation so Albedo could secretly plant the Song of Nephilim near the Durandal and cause some unrest.
However, it appears that Wilhelm is using the Man in Blue and the Man in Red to keep Albedo under control so that he can function as a "key" to Abel's Ark. Albedo doesn't know he's merely a key.
