Wilkes was born in London, the second son of the distiller Israel Wilkes, who had six children.
Wilkes was expelled from the House of Commons on 19 January 1764 and later arrested.
Wilkes hoped for a change in power to remove the charges, but after exhausting his money and stock of goodwill on the continent he returned to England in 1768.

Wilkes instituted actions for trespass against the secretary of state, the Earl of Halifax, and was tried by Lord Chief Justice Pratt who set a precedent by declaring General Warrants to be illegal and contrary to the Bill of Rights.
Wilkes was unpopular in parliament because he was a notorious rake, his social position was 'inferior' and he expressed extreme democratic views although to the electorate he became a symbol of liberty and radicalism.

Wilkes County was established by Georgia's first state constitution -- the Constitution of 1777, which became effective Feb. 5, 1777.
Unlike the other seven counties (which were fashioned from existing colonial parishes), Wilkes was created from the "ceded lands north of Ogechee" -- a reference to the land ceded in 1773 by the Creeks and Cherokees in their respective Treaties of Augusta (see map).

On November 8, 1861, U.S. Navy Captain Charles Wilkes commanded the crew of the U.S.S. San Jacinto to stop the British steamer Trent and arrest Confederate diplomats James M. Mason and John Slidell.
En route to Europe to rally support for the Confederate cause, the men were brought ashore and imprisoned at Fort Warren in Boston Harbor.
In 1864, the officer was court-martialed for insubordination and conduct unbecoming an officer.
