Wilkes County, North Carolina in Official Civil War Correspondence
GENERAL: I enclose you herewith a letter from Lieutenant Peden, referred by the Governor of North Carolina to the honorable Secretary of War, relative to the organization of deserters in Wilkes County, in that State, and the means by which it is proposed to remedy this formidable and growing evil.
I desire to send on this mission a regiment of North Carolina troops from Brigadier-General Ransom's command, and a squadron of cavalry from the troops under Jenkins, and a regiment of North Carolina troops from the Army of Northern Virginia, the whole to be under the command of a good officer.
As to the allegation that the great body of the people of North Carolina have been "suspected" by their Government, which you deny and invite me to specify wherein it is evident, I deem the facts just alluded to-the exclusion of the anti-secessionists from office, both civil and military--sufficient proof.
