The County of Edessa was one of the Crusader states in the 12th century, based around a city with an ancient history and an early tradition of Christianity (see Edessa).
His wife sold Turbessel and what was left of the County to the Byzantine Emperor Manuel I Comnenus, but it was captured by Nur ad-Din and the Sultan of Rum within the year.
The county's territory extended from Antioch in the west to across the Euphrates in the east, at least at its greatest extent; it also often occupied land as far north as Armenia proper.

Section 5-1024 of the Counties Code (55 ILCS 5/5-1024 (West 1994)) grants the authority to non-home-rule counties, such as Will County, to levy property taxes for what is commonly referred to as general corporate purposes.
Section 5-1024 of the Counties Code lists many of the taxes that a county is statutorily authorized to levy for specific purposes and further provides that these taxes are exempt from the general corporate rate limitation.
The rates of the levies, as certified by the county clerk, were $0.25 for the general corporate fund, $0.0223 for the workers' compensation fund, and $0.0155 for the tort immunity insurance fund.

Even with an estimated $367,000 increase in overall tax contributions by county residents in 2005, the county plans to lower its overall tax rate from $5.74 to $5.52 per $1,000 of assessed value.
That means the owner of a $100,000 home will pay $552 to the county in property taxes in addition to property taxes residents must pay to their city or township, the school district, technical college system and the state.
In Lincoln County, property values rose on average 3.97 percent, which allowed the county to reduce the tax rate because the levy grew at a lesser percent.
