Stoph served (1952–55) as minister of internal affairs and (1956–60) as minister for national defense, in which capacity he developed the East German army.
In Mar., 1970, he met with West German Chancellor Willy Brandt and initiated negotiations for a nonaggression treaty and the normalization of relations; it was the first meeting between leaders of East and West Germany.
In 1976 Stoph was reappointed chairman of the council of ministers.

Willi Stoph (9 July 1914 - 13 April 1999) was Prime Minister of East Germany from 1973 to 1989.
Stoph joined the Communist Party of Germany in 1931 and in 1950 became a member of the central committee of the Socialist Unity Party of Germany and member of the Volkskammer.
Stoph was subsequently arrested for corruption in December 1989.

However, at this meeting, Willi Stoph made a speech about the policies of the West and how the West was not ready to enter into negotiations, and thus sufficiently blamed them for a “pause in thought” with regard to the negotiations.

 Former East German Premier Willi Stoph dead at 84: 4/20/99
BERLIN -- Former East German Premier Willi Stoph, who was dropped as a defendant in a manslaughter trial for killings at the Berlin Wall because of illness, has died at age 84.
Stoph died April 13 in Berlin following a long illness, Hanno Harnisch of the Party of Democratic Socialism, which succeeded the East German communist party, said yesterday.
According to his biography, Stoph studied at the Lenin Academy in the Soviet Union after the war and attended Soviet army weapons schools.

On 21 May 1970, Stoph met with Brandt in the West German city of Kassel for further domestic discussions.
Suffering from heart ailments, Stoph was declared unfit to stand trial — all charges against him were dropped in July 1993.

If I'm not mistaken (and other members are welcome to correct me here if wrong), the 1st Regiment was unofficially named the Willi Stoph Regiment in honor of Colonel-General Willi Stoph who was the first Minister of Defense, and presided over the first ceremony conducted April 30th of that year.
