A bottle of champagne shattered on the bow of the awesome new warship, USS Enterprise (CVAN-65), breaking the silence of an anxious crowd at Newport News Shipbuilding and Drydock Company, Newport News, Va. It was Sunday morning, Sept 24,1961, when Mrs.
William B. Franke, wife of former Secretary of the Navy, christened the eigth USS Enterprise, bringing life the longest, tallest, and mightiest warship to ever sail the seas.
At the commissioning of the Enterprise, the world's first nuclear-powered aircraft carrier, Secretary of the Navy John B. Connally, Jr., called it a worthy successor to the highly decorated seventh USS Enterprise of World War II.

Franke was Chairman and Chief Executive Officer of America West Holdings Corporation from February 1997 and President from April 1999 until his retirement on September 1, 2001.
He is the managing member of Indigo Partners, LLC, a private equity fund focused on investments in the air transportation sector and a managing partner of Newbridge Latin America, L.P., a private equity fund with investments in that region and of several of the investment funds' portfolio companies.
Franke replaces Jacob Schorr, who retired from Spirit in May as CEO, but retained his position as the company's chairman until today.

 The Creation of SIOP-62: More Evidence on the Origins of Overkill
Like Rosenberg, Kaplan was interested in the nuts and bolts of nuclear war planning, but the focus of his research and writing was the theorists of nuclear strategy and their difficult relationship with the military establishment.
The heart of his book was the role of RAND Corporation strategic intellectuals, including Bernard Brodie, William Kaufmann, and Arnold Wohlstetter, who sought to deploy their ideas to impose "rational order" on U.S. nuclear weapons policy.
Comparing the damage by one high yield and one low-yield weapon to a given facility, the DASA study concluded that the alert force was "meeting but not excessively meeting the damage level specified in the guidance." This was a controversial subject, however, and Army and Navy leaders remained troubled by high levels of damage.
