Mitchell was the first prominent American to publicly speak about his vision of strategic airpower that would dominate future war.
When the Navy dirigible "Shenandoah" crashed in a storm and killed 14 of the crew, Mitchell issued his famous statement accusing senior leaders in the Army and Navy of incompetence and "almost treasonable administration of the national defense." He was court-martialed, found guilty of insubordination and suspended from active duty for five years without pay.
Mitchell's plea for an independent air force was met to a degree in the creation of General Headquarters Air Force in March 1935.

The county had been named in honor of Capt. William D. Mitchell, who enlisted in the Union army during the late rebellion as a private soldier in the Second Kansas Cavalry, and after promotion to captain, was killed in the battle at Monroe's Cross Roads in North Carolina, on the 10th of March, 1865.
The Central Branch Railroad was built through the county in the summer of 1879, and received the bonds of the county in the sum of $50,000 in aid thereof.
Mitchell, like many other of the western counties of Kansas, suffered from the ravages of the grasshoppers in 1874, and many settlers left the county in order to provide food for themselves during the winter.

The pupils and superintendent, under the auspices of the board, have given a series of entertainments, by means of which they have purchased a school library, which with the recent addition of about 100 of the latest works, aggregates nearly 600 volumes, to which all pupils of suitable age have free access.
The work of the superintendents and that planned by the board would be as useless to the schools and the patrons as an architect's plans would be to the builder if such plans were not used in the erection of a building.
