William Daniel Phillips (born November 5, 1948 in Wilkes-Barre, Pennsylvania) is an American physicist.
Phillip's parents moved to Camp Hill (near Harrisburg, Pennsylvania) in 1959, where he attended high school.
They have two daughters; Caitlin Phillips (b 1979) who founded http://www.rebound-designs.com/ Rebound Designs], and Christine Phillips (b 1981) who is studying in the UK to be an archaeologist.

William Daniel Conybeare (June 7, 1787 - August 12, 1857), dean of Llandaff, one of the most distinguished of English geologists, who was born in London, was a grandson of John Conybeare, bishop of Bristol (1602-1785), a notable preacher and divine, and son of Dr William Conybeare, rector of Bishopsgate.
He wrote also on the valley of the Thames, on Elie de Beaumont's theory of mountain-chains, and on the great land-slip which occurred near Lyme Regis in 1839 when he was vicar of Axminster.
His principal work, however, is the Outlines of the Geology of England and Wales (1822), being a second edition of the small work issued by William Phillips and written in co-operation with that author.

Phillips received his doctorate in physics (1976) and completed his postdoctoral research at the Massachusetts Institute of Technology.
In 1978 he joined the staff of the National Bureau of Standards (now the National Institute of Standards and Technology) in Gaithersburg, Md., and it was there that he conducted his award-winning research.
Cohen-Tannoudji refined the theory to explain the new results, and he and Phillips further investigated methods of trapping atoms cooled to even lower temperatures.

Phillips, a scientist in the Atomic Physics Division of the National Institute of Standards and Technology (NIST), shared the 1997 Nobel Prize in Physics with two other physicists in recognition of their development of new techniques to cool and trap atoms with laser light.
Phillips was awarded a Ph.D. in physics in 1976 but remained at MIT as a Chaim Weizmann postdoctoral fellow.
Phillips knew that cooling atoms with lasers was an area of research that could have important applications for the kinds of precise measurements that were done at NIST, particularly for atomic clocks that set the standards of time.

He is one of most recognized researchers in the field of quantum optics, the best-known part of his work being his part in the development of techniques to cool and trap atoms with light, for which his was awarded the 1997 Nobel Prize in Physics, together with Steven Chu and William Daniel Phillips.
When the temperature is one-millionth of a degree from this point (termed 1 µK, microkelvin) free hydrogen atoms, for example, move at speeds of less than 1 km/hr (= 25 cm/s).
Steven Chu, Claude Cohen-Tannoudji, and William D. Phillips have developed methods of using laser light to cool gases to the µK temperature range and keeping the chilled atoms floating or captured in different kinds of "atom traps".
