The title was not formally adopted (though it had long been used) until the premiership of Sir Henry Campbell-Bannerman (1905–08) when a "prime minister" was given a status just behind that of the Archbishop of York.
However, in practice, a strong Prime Minister can so dominate government that they become a 'semi-president', that is they fulfil the leadership role in a country in the same way as a president, but do not carry out the ceremonial duties of a Head of State.
