The memoir of Sir William Sleeman is based on the slight sketch prefixed to the _Journey through the Kingdom of Oude_, supplemented by much additional matter derived from his published works and correspondence, as well as from his unpublished letters and other papers generously communicated by his only son, Captain Henry Sleeman.
Sleeman, after a brief apprenticeship, received, in 1822, the independent civil charge of the District of Narsinghpur, in the Nerbudda valley, and there, for more than two years, 'by far the most laborious of his life', his whole attention was engrossed in preventing and remedying the disorders of his District.
Sleeman, during the time that he was in charge of the Narsinghpur District, had no suspicion that it was a favourite resort of Thugs.

William Browne Hockley made use of his undoubted genius for story-telling in producing tales based on his intimate knowledge of Indian life.
It was a book with a purpose; throughout its pages there breathed stern moral protest against the dissipation of the Anglo-Indian community and its disregard, as he conceived it, of the interests of the children of the soil.

Rushby’s interest in Thuggee is kindled by a conversation he has with a second-hand bookseller in York who tells him of the deceptively deadly rumal used by the Thugs to strangulate their victims.
The bookseller also introduces Rushby to the memoirs of William Henry Sleeman, the man credited with the eradication of the Thugs in the Raj.
A critical scrutiny of not only Sleeman’s accounts but also of his contemporaries and the statements of allegedly Thug prisoners compels Rushby to ask the question: “Sleeman and his supporters had ruthlessly exterminated a menace, but was the nature of that menace their own invention?”

This organised, ruthless, swift and elusive fraternity was active in India for nearly two centuries until Major William Henry Sleeman, a British officer, led the successful campaign to eradicate the practice.
It was Governor General Bentinck's personal interest that turned the matter into a proper investigation, and Sleeman seized the opportunity to further his career by creating a mechanism for the systematic destruction of the cult.
In recent years, the revisionist view that thugee was a British invention, a means to tighten their hold in the country, has been given credence in India, France and the US, but this well-researched book objectively questions that assertion.

 BOOK REVIEW OF WINTER 2004
In the 1830s and 1840s, William Henry Sleeman, a civil servant, hunted down the Thugs with missionary zeal and destroyed the cult.
By tracing Sleeman's career and his footsteps in India, Rushby examines the myth and the mystique of this cult, portrayed as a group of highway robbers who killed without shedding blood, strangling their victims with silken handkerchiefs.
He places the story of the Thugs in the context of Orientalism, showing how the British establishment created an enemy, a threat to civilization, in accordance with their image of the Orient as a lawless place of magic and danger ruled by demonic gods and venal kings.
