Harper was hired by John D. Rockefeller as the first president of the University of Chicago in 1891 and is credited with introducing the four-quarter system, correspondence and extension lecture courses and the university press.
Harper is also generally recognized as the father of the community college movement as he championed the idea of the two-year college and coined the term "junior college" for the freshmen and sophomore classes.
William Rainey Harper died in Chicago on 10 January 1906 at the age of 49.

Harper also sought to establish a ranking system among the students by casting the freshman and sophomore years as "junior college," a term that he is credited with creating (Eells, 1931).
Considering Harper's significant role in the Chautauqua Movement, a clearly inclusive educational undertaking, it is reasonable to assume the same inclusive motivation in the formation of the junior college.
