A relative of the Coxe family, Tilghman was charged with monitoring and maintaining the mortgage for the Speculation Lands and the trust established for Tench Coxe by his father.
William Tilghman was the Chief Justice of the Pennsylvania Supreme Court, and one of the "midnight judges" appointed by President Adams to the Third Circuit Court in 1801.
William, his younger brother, was a jurist in the county of Talbot in Maryland.

William Tilghman had no formal education in schools, and his early life was one continuous training in those practices which make men proficient in all the crafts of the frontier.
Tilghman finally retired from active life, and is now enjoying the fruits of a long career during which he has witnessed the reclamation of the entire Southwest from the domain of the barbarian Indian and desperado into a country that is bearing some of the finest fruits of civilization.
Tilghman was instrumental in bringing out a moving picture series entitled "The Passing of the Oklahoma Outlaws," the scenes of which have been re-enacted under his direction by many of those who were actually engaged in the original work of hunting down the outlaws.

In 1900, Tilghman was elected sheriff of Lincoln County, Oklahoma, where he mastered the art of politicking through the use of the expanding newsprint media.
Tilghman was instrumental in bringing out a moving picture series entitled "The Passing of the Oklahoma Outlaws," scenes of which were re-enacted under his direction by many of those who were actually engaged in the original work of hunting down the outlaws.
Tilghman was persuaded to come out of retirement in 1924 to clean up the town of Cromwell, Oklahoma.

William Tilghman was serving as cook on board the American schooner S.J. Waring when she was captured by the Confederate Privateer Jefferson Davis at sea off the U.S. east coast on 7 July 1861.
While she was en route to a Confederate port on 16 July, Tilghman, who as an African-American had every reason to fear for his future in Southern hands, used an axe to kill the prize crew and recapture the vessel.
On 16 July, William Tilghman, the cook in her original crew, overwhelmed and killed her Confederate prize crew with an ax, recapturing the vessel.

Cline, who was born at Sandusky, Ohio, his father's family being from Bradford, Pa. He came to Arkansas prior to the Civil War and settled at Fort Smith, where he engaged in the drug business, and on November 12, 1861 enlisted in Company C, 17th Regt.
William Tilghman Cline after his marriage resided until the close of the Civil War at Boggy Depot, Choctaw Nation, where Arthur John Cline, the subject of this article was born on March 23, 1865, and returned to Fort Smith with his wife, where he died in June or July, 1865, and there interred.
