Two of the most prolific movie costume designers in the science fiction and fantasy genres are Jean-Pierre Dorléac and William Ware Theiss.
William Ware Theiss was the costume designer for the original Star Trek series, and also did some work on other Gene Roddenberry projects including Star Trek: The Next Generation, Genesis II, and Planet Earth.
Theiss was nominated for an Academy Award in 1983 for the racing biography Heart Like a Wheel.

Not being familiar with tailoring and fabrics I am not exactly sure what velour is...
I just reviewed a video interview with Robert Blackman, costume designer for most of the modern Trek series and he stated that the material used by William Ware Theiss during the original series changed.
He said that he originally used wool double-knit and finished the series using polyester double knit.

The stereotypical story is that Bill would bring in an actress in one of his designs to show Gene and Gene would send him away with the goal of showing even more skin.
Gene set the direction but Bill Theiss would figure out clever ways to achieve it while still designing a costume that would work for the chosen actress -- all on a very tight time schedule!
I remember 35 years ago as a very niave young man reading some of this in The Making of Star Trek and wondering what Bill Theiss meant talking about designing women's outfits to accomodate their different breast types (firm, soft, drooping, tiny, etc.).
