WILLIAMS, IA - Two men, one a candidate for mayor of this small central Iowa town, have been charged with draining the town's water tower as a prank.
Dennis Dale Frayne, 51, and Terry Dean Anderson, 29, both of Williams, are both charged with first-degree criminal mischief, a felony.
Court records show that Frayne and Anderson drained the city's water tower overnight on Aug. 17-18 by opening the town's fire hydrants, causing the city to be without water for four to five hours.
