The former Irish internationalist, now coaching All Ireland Division Two outfit Ballynahinch, said the domestic climate for improving players in Scotland was unstable - and that some home-based players could not come to terms with professionalism.
Anderson - removed last spring along with national coach Matt Williams after a 17-Test spell - of which only three were won - also highlighted the friction between clubs and the districts.
Anderson also maintained that not enough time was made available to bring the players' skill and fitness levels up to other countries' standards.

Rugby Ulster does not believe that we can afford a prolonged settling in period as the new "Coach" has to be ready and able to assume complete control on 1 June 2001 with his structures and ideas in place for implementation on that date if not before it.
Rugby Ulster knew of these stories but tried to convince ourselves and our visitors that these reports were "hyped" in some respects, and that their wording was not the way of the situation.
Rugby Ulster though will continue in hope to believe nothing until a formal announcement is made, but at this stage we feel a great deal of sympathy for those other coaches who were interviewed for the post.
